**Players & Cards**
Tong-Its is exclusively for three players, utilizing a standard 52-card Anglo-American deck (jokers are not used). The card hierarchy within each suit is ranked as follows: Ace (1 point), 2 through 10 (face value), Jack, Queen, and King (10 points each). Aces are considered low in this game.
**Objective**
The goal is to form sets and runs through drawing and discarding, aiming to minimize the points of unmatched cards in your hand. A run is three or more consecutive cards of the same suit (e.g., ♥4, ♥5, ♥6 or ♠8, ♠9, ♠10, ♠J), while a set is three or four cards of the same rank (e.g., ♥7, ♣7, ♦7). Each card can only be part of one combination at a time.
**The Deal**
The initial dealer is chosen randomly, and subsequent dealers are the winners of the previous hand. Cards are dealt counterclockwise, starting with the dealer who receives thirteen cards, while the other players get twelve each. The remaining cards form the stock, placed face down.
**The Play**
Each turn involves three key actions:
- **Draw**: Begin by taking a card from either the stock or the discard pile. You can only take from the discard pile if you can immediately form a meld (set or run) with it, which you must then expose.
- **Exposing Melds**: Optionally, you can lay down valid melds from your hand. If you draw from the stock, you're not required to meld, but you must lay at least one meld to open your hand. A special move allows you to lay down a set of four face down to open your hand secretly, preserving bonus payments.
- **Laying off (sapaw)**: Optionally, add cards to existing melds on the table, whether yours or another player's. This can be done without opening your hand and can prevent opponents from drawing from the discard pile on their next turn.
- **Discard**: Conclude your turn by discarding one card face up onto the discard pile.
